2x router

i have recently discover that there are to routers hooked to gethr and with cable tv plugged in also, now i dont understand this type set up but i do know that it doesn't seem to work in concerns of our wireless. is that the proper way to wire these items. i have never even saw a comcast set up that way, is it good to have two different routers plugged in to each other? connected by a ethernet cable router- router and then a cable from one to the tv.? :o
