Cannot move or close application windows

I am running Windows Vista 32 bit on a Sony Vaio which originally had Windows XP. I can't recall when it started but sometime after upgrading ( whether immediately or not I cant remember ), the red ' x ' button on the top right corner of windows/apps has stopped working in most applications. I have to close with Alt-F4 or use the menu. Likewise I cannot move windows around the screen by grabbing the top bar with the arrow and moving them. Is there a fix for this? ( This is not connected with my previous thread about the exe files not working - thats been fixed )

Have you run full scans with BOTH your anti virus app and MalwareBytes?

What applications, and are these applications vista capable?
