Explorer Address Bar Stuck As Small Gray Box.

This is what my address bar does in internet explorer. I've tried dragging it, unchecking the address bar option and rechecking it, and even removing the buttons. It won't move from this spot

I figured it out. I had to uncheck the "lock toolbars" option. I've been trying to figure this out for 3 damn days
