help BSOD on startup consrv.dll Vista 64

Hi I have downloaded the Microsoft Essentials and it found the virus consrv.dll. I deleted it because I didn't know if I should quarantine it or not. After that when I try to restart my machine there is this error message upon windows startup. It is a blue screen and it says it is missing the consrv.dll. I have windows vista 64 restore cd so I am able to get to the command prompt. I don't know how to use it very well though. I found an old post about using frst64.exe to scan the program. I did that and here is the txt file. I then tried to use it to fix in frst but it said can not find the frst.txt file which is clearly there. I will go try to use the defogger and dds.scr from dos prompt but I am not sure I will be able to. So if you have any advice or can help me to restore my system that would help.

Also does anyone know how I can burn cds from dos prompt? I need to burn some data onto cds before I lose it all. Is it possible from Dos? What is the command to copy and paste a file to burn onto cd? I will go now and be back later I hope with the dds file.
