Making Photo Gallery work

When I import from some emails and various folders in my external harddrive I get the following: "Photo Gallery can't open this photo or video. This file format is not supported, or you don't have the latest updates to Photo Gallery." I need help to upgrade Photo Gallery so it works on all my photos in Windows 7.
