Hotmail won't function, known issues?

Is there an issue with Hotmail function getting increasingly slow, stalling, not responding or is it my network?

I can sign into Hotmail fine. It will sit for 30 sec to 1 min 45 sec (I timed it) before it will load. Then it sits at least another 30 sec before anything I click on will respond. Loading a reply to a message results in a message serve busy, not signed in or a blank white screen. It just keeps functioning poorly.

I have no issues with other email programs or any other website. Hotmail is completely unusable.

I have opened an email account elsewhere. It is fine.

Is anyone else experiencing these issues with Hotmail? Is this a virus or some kind of service denial. How do I fix this?

A friend just told me that all of my emails are received locked. How is this?
