Improperly Functioning Taskbar

After I open an application, an application icon does not appear on the taskbar. This is especially annoying when multiple applications are opened, as I cannot switch between applications without going into the task manager. Right-clicking the taskbar properties shows that all functions are clicked except auto-hiding and locking the taskbar. The quick-launch and language toolbars are functioning properly.

I would run a restore function but the problem arose several months ago and users merely ignored the inconvenience.
