'System Restore' and 'Backup' fail repeatedly

Running Vista OS. 'System Restore' and 'Backup' repeatedly fail.
Normal access route used, I have also used the 'safe mode' route, and even tried through 'task scheduler' guided by a site through 'Microsoft Answers'.
All produce the same result that file (0x80070002) cannot be found. (see attachment)

I like to run this 3 times, with a restart in between runs. by the 3rd time , it has repaired what it can .
