What Is Smart Startup With The 3 Red Ball Icons?

What is the logo on the lower roght hand of this computer that has 3 red baalls on sticks...2 are up and 1 is down (or maybe its vice-versa?) and sometimes it turns into a green logo where the sticks and balls form a triangle? Is this spyware or part of some other thing in my computer? Please help me.

What does it say, when you hover your cursor over it?
