I have a compaq mini netbook which takes almost 12 min to boot. I thought it was a problem with the OS which i reinstalled, but the problem still has persisted.
Is it normal for it to take that long?
If not please assist me to solve the problem.

Hi omwana

It may indicate an issue with your HDD. Do the built-in BIOS HDD test.
Have you performed a Destructive Recovery (Factory Settings), or did you select to keep your files/folders and documents?

Some start-up methods rarely, users perform a system scan by certain protection software before booting to windows. Can you confirm that its just loading Windows that takes too long as not a system scan? Can you try booting to safemode to check on the difference?
