Start up problem

I have self build computer which will not boot from an xp cd or rom the computer itself. I can get to all the options such as safe start last known configuration etc.Using all of these options produces a negative result.The machine keeps attempting to boot. A faullt code oooooooa is shown and text stating it is not equal or greater.Can I make a start up floppy or cd rom from another computer,or is there another way to solve the fault.Any observation suggestions etc would be appreciated.

Have you tried removing one stick of RAM module. Is IRQ a Driver IRQ?
