New video card driver fails to open

I am upgrading a friends computers graphics card I have installed the driver program but when I go to run it I get a message like failed to initiate driver wrapper. I don't know what this means do I need to update something for it to run like software or is it a hardware. They do not have internet so i doubt many programs are up to date.
The system is running windows 7, has a gig and a half of ram. The system is older.
The graphics card I am trying to install is a PCI express MSI ATI rs450 with 512mb DDR3.
Help please.

I figured it out after updating windows 7 the driver installation for the new graphics card was accepted. It took almost 40 updates for this to happen. They had no internet so their PC was way out of date.
