Infected With Something

I'm new to all this but I've done a bit of searching around and I'm unable to solve the problem. I know my PC is infected with SurfSideKick 3 but I can't remove it (I get an error message saying it's being used by another person or program). Also, internet explorer won't open anymore (it just crashes and I get one of those "Internet Explorer has encountered a problem and needs to close. We are sorry for the inconvenience." messages). To make matters worse, I can't open Control Panel either.

I'm desperate for help....

Carefully following the instructions provided should remove the malware.
