What is the Best Way to Track Down DC Problem

This is for my friend who has very little knowledge of computers.

She has a constant disconnection problem and seems to think it is here ISP, as she is in the Philippines and some of the services seem to be better than others.

But I am in doubt of that so lately we have a difficult time chatting because this happens four or five times an hour.

Is there a way we can tract this down and find out what actually is the problem?

I am thinking, maybe there is a way by using the event viewer ?
