Random black squares on screen

Hi. My computer screen has started to display random flashing black squares on the top of the screen that appear several times within the hour. Also, my internet explorer won't allow me to navigate within a website without relaunching the page. I don't know if both of these issues are related, but they started happening jointly. Any ideas on how to fix these issues?
