Can't run ANY exe files

I've been trying to fix this problem for hours and have tried almost everything. I have done a system restore, I can't open any anti virus software, the only thing I can run is internet explorer 64 bit and CC cleaner. My registry seems to be fine. I've tried downloading hijackthis but no luck. I read a particular thread where the OP had an almost identical problem as me and in the end he had to end up reinstalling windows 7. I know your guys' general procedure is to get a log of some sort, but I can't open anything and it's extremely frustrating. If I were to re-install windows 7 how could I do it to where I can save all my files? Would the only way be to put it on an external hard drive and then after the re-install put everything back on? My windows 7 came pre-installed on my PC when I bought it.
