no "onboard bluetooth installed"

My pc says there is "no on board bluetooth installed".I have a laptop dell D400 .What do I do to be able to use my cell phone( smart phone) as modem .Do I just need to download a driver or is there some thing I need to purchase first ..or worst yet do I have to get a new pc with bluetooth installed? I am sorry as you see I am not a savvy pc person ,so please advise what I can do to have bluetooth capabilities .Thanks

This means that you computer does not have any bluetooth capability built in. The easiest fix is to invest in a 'bluetooth dongle' that fits in one of your USB ports. They can range anywhere from 5 USD to about 25 USD depending on range of operation and quality of device.

The manual says quotes a "Dell TrueMobile 300 integrated bluetooth capability", so I would assume that the drivers for such are not properly installed or damaged.

http://support.dell.com/support/downloads/driverslist.aspx?c=us&cs=19&l=en&s=dhs&ServiceTag=&SystemID=LAT_PNT_PM_D400&os=WW1&osl=en&catid=&impid= , there's a driver listed under Communications that you should need to install.
