System Restore scareware

Ok, the page here describes my problem exactly, except for the small fact that apparently all the files on the computer have been deleted. After seeing the initial warnings/scan/payment request, I restarted into Safe Mode. There were no icons on the desktop, tray or start menu. After right-clicking and exploring the Start menu, I found no files at all in any disks. A few weeks ago this computer contracted the "Open Cloud AV" rogue software, which I thought I got rid of at that time. This computer has been running slow and crashing randomly all week until now.

I would appreciate any help!

EDIT~ I removed an external hard drive and, after vaccining another computer with Panda USB Vaccine, plugged it in and found it empty. Please don't tell me all the other drives will be the same!
