Microsoft monitoring computer usage

A few days ago I received a pop up by Microsoft asking if they could monitor how I use my computer/IE8. I regretfully allowed and should not have. This followed my re-registering IE8 dll's/files. Since then it has been running slow. I am unable to locate how to disable it. Has anyone ever heard of Microsoft making this request? and/or how do I disable it?
My ISP speed is very good DSL connection. I did run a speed test. Speed is not the problem. Also ran Malwarebytes and avast. Nothing found with either.
