Laptop won't start at all

I have a Toshiba Satellite a215-s5818 that does nothing at all when I press the power button. I read some websites that gave troubleshooting steps, which I followed. This led me to replace the motherboard (labelled as 6050a2127101-mb-a02, equivalent to ID V000108710). I bought this from a highly ranked provider on ebay who claimed that the motherboard was tested and did work. The machine still does not respond to the power button.

Before replacing the board, I double-checked that power was to the machine (my voltage detector bleeps everywhere in the machine when plugged in).

I don't know enough about troubleshooting to guess what is wrong next. I thought perhaps that it was the CPU (AMD AMD Turion 64 X2 2.0), but the web says that this is highly unlikely. Might it be memory issues? I'm at a loss.

Is there a definitive guide that I should be using for troubleshooting such things? Thanks in advance for your help!

It appears that Toshiba intends to either solve every problem with their systems...or sell newer systems to customers...rather than have a support page such as other OEMs might have.
