.exe files not opening

so i was uninstalling junk my parents had loaded on their pc... i can't open anything on the desktop, program shortcuts have all changed to the default icon.... can't access systeem restore, can't access command prompt... however i can surf the interwebs... WOOT... however it's also killed all my services as well. BLEEPING HELP ME!!!!

i got it unzipped, what doesn't make sense is Jzip opened to unzip the file, but upon opening the file i've got a popup from trusted sofware's File Type Assistant... even upon telling it to let windows manage the file it never opens

also note that when right clicking i get a windows installer popup

just for the record, i was able to get that reg entry opened, it seems to have solved the majority of the issues, also wanted to thank jhayz for the link... good show man... i'm getting rusty....
