I hope this is in the right place...
How do I allow utorrent connections in pctools firewall?

The icon is green but when I login to the site it says i'm not connectable?

Looks to me that you would click Application Blocking and allow uTorrent.

Even with PC Tools exceptions, I have seen infections get onto computers from torrent sites -

You are actually making an exception to scanning this site for any infection it wants to insert -
