Dell Latitude D820 No power, lights, or video

Hey all! I believe I have a bad motherboard but If anyone has suggestions I am open.

Here are my test results:

Power supply works. stays solid green when plugged into the wall or into another computer. But it flashed when plugged into this one. There is no battery in the unit so I know it isn't a bad battery. There is no display or lights on the computer. No fans are running or HD turning.

fingers crossed that is is something benign and someone with more wit than I can figure it out. thanks in advance

I stripped it all the way down to the motherboard and the power supply unit still flashes if that makes a difference
