WinXP SP3 Sysprepped image always bypass Admin Password in minisetup

I am creating an image Win XP for HP laptop.
I have a image with IDE driver settings, it works fine and it did prompt for user to type a Computer Name and Administrator Password.
After that, I installed AHCI driver for that laptop to fully utilised the laptop disk resource.
Something very weird happened.
After I syspreped and reboot the laptop, the mini setup never prompt me to key in the Administrator Password.
I attempted a few more times but I still have the same negative result.
The AdminPassword= in the sysprep answer file, I tried to put a *, leave it blank, or totally omit it.
However, I still can get Administrator Password prompt, it ALWAYS bypass this step.

Can anyone advise me what happen?
