Hardrive/motherboard/processor Problem?

Well today I got a new motherboard and processor for my comp.
Motherboard-p4 Titan Ga-81pe1000series
AGP 8x/dual channel DDR
Intel 8659e Chipset

Processor
Intel Pentium 4

(originally I had an nvidia2 motherboard w/an amdathlon xp 1.4 ghz Processor)

Everything seems to be installed okay (hardware wise). I boot up the comp, it gets up to the operating system selection screen. When I select the OS, it automatically reboots...pretty much neverending. I have tried safe-mode, last known good config,booting from windows cd, etc.

*Im thinking that the hardrive may not be responsive, for I cant feel the vibration on it when the comp boots, nor can i hear it start up.*

This morning before I installed the new hardware, everything was working perfectly, including the hardrive.
Any suggestions?
Help is much, much, much appreciated.

Did you do a fresh install or did you keep your everything and swapped out you mother board? Will it allow you to enter Safe Mode?

Kept everything and swapped out motherboard.
When trying to enter safemode, it will also restart after you choose safe mode.

Seems that Ive kind of gotten it fixed, for future reference for users with this same problem.

Boot from windows disk and reinstall windows.
