CPU fan spinning fast

So the past two weeks my CPU fan has been running fast when I ever run programs such as Skype or if I am playing a game. I am also seeing CPU spike sometimes just when I am watching some type of video on IE8. So here is what I did to my computer two weeks ago.. My 750w power supply went out, so I replace the power supply with an older one out of one of my other computers but it is only 450w. I have windows 7 upgrade so I reinstalled windows, cant do a full reformat with upgrade disk. I also updated my video card. Is it possible that my issue might be that my power supply is not big enough?

What is the model of the power supply and graphics card?
