Upgrading for newer games - Dell Dimension 8400

This computer can still run some games but, games like GTA4 and Aion, which need Pixel Shader 3.0 aren't able to run on this one (graphics card is ATI Radeon X800 XT). What would be a good card for this PC that's under $50?
Also, another question, does it matter if card is PCI Express 16x or just PCI Express?

There is no point of upgrading it to a better graphics card because of the Pentium 4 processor which will bottleneck the graphics card.

You build your computer or buy a pre-built one.
