CPU usage running at 100% w/o program activity

Hello - I have a dell optiplex gx270 with 2gb of RAM / 2.60ghz speed. About 2 days ago I was viewing a video in my DVD player and notice that the picture became "choppy". I put another DVD video in the player an viewed another movie, it too was choppy. I stopped the player and played a video in youtube to see if the issue was just with the player. Youtube playback was the same. It run fine a little and then it would stop and repeat itself though the viewing. I then closed all apps and shut down the computer. After start up, I went to Task Manager to see what the cpu performance was without any apps/art or office programs running. The performance continued to go from 0% to something in the mid-to-upper range of about 68% to 100%. It still hasn't stopped. The process that continues to take up most of the resources is Toolbar Updater Service.exe. At one time during this excursion, the cpu usage spike to 100% and stayed there for at least 1 min or so. Am I infected? What is your guess as to what is going on?
