Windows wont boot - vista

Hi, recently while using my desktop it suddenly shut down and upon restart I was met with window not booting. Bios would boot fine, but just before the 'windows loading screen' it gets stuck on the black screen with the little white blinking bar (much like a dos promp) and doesn't progress. I tried running a windows recovery cd to repair windows but it's come back with no errors, I then tried a hard drive diagnostics tool (Seagate for dos) and it came back with no errors on the short test and so far so good on the long test. Any suggestions on a solution to this problem or what the cause may be. I'm fairly stumped at this point.

What is new or different since the last time everything worked properly (ie, new hw, new sw, virus, error, etc)?

And can you boot to safe mode?
