browsers take 5-10 minutes to load other ip clients work fine

straight to the point...
the other day all my browsers suddenly slowed down to next to nothing..
im not kidding when i say web pages are taking 5-10 to even 15 minutes to load!
irc and online games work fine though.
i know its not my network card but tried another one anyways and nothing changed..
i ran combofix malwarebytes nod32 ccleaner u name it and nothing..
i flushed the dns restarted my router and computer half a dozen times.
ive updated my drivers and software too..
safemode everything works fine...im on it now!
only way i can go online without browser problems IS safemode..
any help would be appreciated

since this post i ran recovery using my windows home edition version 2002 update cd and the internet ran smoothly but my nvidea 430gt drivers dont work without service pack 2..so i ran recovery using my windows home edition installsion cd and now the internet sucks again...
whats going on??
