Error 1303 when trying to install Label Factory Deluxe 3.0

I have been trying unsuccessfully to get Label Factory Deluxe 3.0 installed on my Dell desktop for several weeks. I consulted with the software company's (Nova Development) support folks and they thought the problem was corrupted install discs so they sent me a whole new set. I still get the same error message: "Error 1303. The installer has insufficient privileges to access this directory: C:\Documents and Settings\All Users. The installation cannot continue. Log on as an administrator or contact your system administrator."

My operating system is Windows 7 Home Premium.

I have tried to access C:\Documents and Settings\All Users but find that it is locked and I get an error that "Access is denied." I am logged in with administrator privileges. How can I get Label Factory installed on my computer?
