Well, I'm not sure how to go about with this.
This is not mine, my friend is looking to build a gaming computer.
Best computer that is around 3grand to 4grand mark in US Dollar.
He asked me to help, and unfortunately I'm not really knowledgeble enough to help him get anywhere..
Please help me, so i can help him.
Let me know if I need to tell you any more info

Does this gaming computer has to have peripherals like keyboard/mouse, monitor etc?

Well if you have a suggestion for any peripherals I'll tell him.
he does have the one he used to have, but he says he will buy it if its good >.>

To be exact we live in Texas.
He says he does not need any Peripherals.

Best computer you can get for $3000 to $4000 USD?

Xigmatek Elysium Black CCC-HSA0DS-U01 All Black Aluminum / Steel ATX Super Tower Computer Case - $220 - This case is even bigger then the suggested one.

Plenty of slots for the case i suggested.
