Dell D620 motherboard issues

hey, my dell d620 is not starting. i press the power button and the lights come on as if it will work, but im not hearing any noises from the hard drive, and nothing is appearing on the screen. i changed the battery, plugged it in to the wall, and even removed the battery with it plugged in and still nothing. i also plugged in another monitor to see if it was the lcd and still nothing appears. i also dont ever hear the fan. a friend told me he thinks there is a way to restart the bios or fix it by holding the power button and an "f#" key, does anyone know about this? or anyone have any ideas on what the issue could be and how to fix it on the spot? thanks. its running windows 7 enterprise if that matters.

What your friend is referring to is a "hard restart"
