launching a spreadsheet triggers Excel re-install

How to prevent this and get it working normally again ? Once I decline to re-install Excel, the SS opens and I can proceed. I think it is happening for other programs too, but it's with SSs that I notice it most.

I would uninstall Excel/MS Office...reinstall it...update it for any applicable SPs and then critical updates.
