My Mom has the "Security Protection" Virus

I have a rogue program called Security Protection on my computer. It won't let me use the internet and also, it pops up a fake anti virus program and pretends it is scanning and finding viruses. This happened on my Mom's computer, and she needs help, plus she's very worried. It won't let me open anything. I downloaded the exe file of Malware Bytes onto a CD and tried to set it up on my Ma's computer in safe mode, yet it wouldn't finish the setup because the virus would stop it. How can I remove this virus if it stops everything I try?
