System Restore

Some how my System Restore has been turned off by group policy. Whatever that means.

This is the message I get:

"System Restore has been turned off by group policy.To turn on System Restore,contact your domain administrator"

The "help" thing in the start menu is no help. I do not see what it says I should when I follow the directions concerning turning sr back on.
Please help.
