Windows XP activation in German

Hello,
this is on a windows xp pro computer. Just after logging onto the computer, the desktop starts to come up. Then the whole screen goes black with some german words on it. At the bottom there are 5 input windows, and a button that appears to be saying activation in German ( i would post a pic, but cannot copy and paste from that screen). Cannot boot into Safe mode either. Used Ultimate Boot CD for Windows to run some superbuyspyware, and removed a couple of things, but issue still persists. Can find nothing online. Thank you for any assistance you can provide.

Maybe a little more background on the computer(specs, age brand), how long has xp been installed? Who/where did the xp install come from?

This is a dell desktop computer and is about 2 years old. It was order through dell.com. We have no idea why there is German anything on it. It is in a corporate environment.

Do you have IT people to assist you within the company , or is this an EX company computer ?
If it is within a corporate system then there may be an internal reason for the "German" script, like ordering or similar -

I'm an IT person and having the same issue with a customer's computer. It is a windows XP system, but I'm getting a fake German windows activation screen. This is happening in all forms of boot options. Even safe mode command prompt still gets this black screen. Once it is up, there is nothing else you can do except reboot.
