Dreaded Blinking Cursor

I have a Dell Inspiron 1545. For months now I have had this issue. When I boot up, it goes through the Dell splash just fine, then it goes to a blinking cursor. It waits about 1-2 minutes(or about 100 blinks lol), then boots just fine. (VERY, and I mean VERY rarely, it boots just fine without the cursor- maybe 1/100 boots). I had windows 7 ultimate loaded, but my hard drive died last week. I bought another, hoping that my problem would be fixed, installed it, and to my surprise the cursor remains there. So, it was NOT the harddrive. I now have Vista Home installed and the latest BIOS updates.

I went and bought a new CMOS battery yesterday, thinking that could remedy the problem(as my laptop is over 2 years old). Installed it, it booted the first time perfectly with no cursor. Shut down, and now every time I boot, the cursor is there still.

My BIOS is set HDD first. I have tried every setting switch, to no avail. Registry reads no errors. All hardware diagnostics pass 100%. I am out of ideas. A fresh harddrive and a fresh OS- doesn't make sense to me. The only thing I can think now is that is is a hardware issue. Maybe its time to look at a new mobo.

On a side note, my battery has very low life left. The charger is mangled as well. I have purchased a new battery and charger, they got here this morning. Plugged them in, booted, and the cursor is still there.
