XP Pro freezes on RESTART

Using HP EliteBook 8440p, product# XT915UT installing XP Pro sp3 causes laptop to freeze when I RESTART. Shut down, log out all work fine, I just can't do a restart. It freezes at a black screen with the white arrow curson that will not move. To get out of the freeze I have to hold the power button until it shuts-down. This laptop comes with Windows7 which does allow me to do a restart without freezing. However we don't use Windows 7, we have to use XP Pro. Any suggestions on how to find what's causing the laptop to freeze on restart?

What operating system is the laptop currently running? Is it Windows 7 or Windows XP pro or both?

Did you finish the XP install?
If so,
First, I would try going to safe mode and see if you can do a clean restart from there.
