I wiped my old laptop clean and was installing a new xp os. I lost power (dog pulled cord), when I started the computer a message said "error loading operating system" Now I can not restart it or even get in

First of all lock the dog out :)

I doubt. You can't be getting "error loading operating system" while booting from the CD.

When you start your computer with the CD in do you see this message:
"Press any key to boot from CD"?

yes i do i have shut off and started computer with the cd in and i get the message that is the only thing it does

It looks like your "boot order" in BIOS is incorrect.

You will need to set the CD-Rom as first boot device (if you don't know how to do it, see HERE)
