Missing or Corrupt

I recently got this message upon restarting my computer:

Window could not start because the following file is missing or corrupt:


You can attempt to repair this file by starting Windows Setup using the original Setup CD-ROM.
Select 'r' at the first screen to start repair

Problem is I can't find the disc. Can someone help me fix this without the CD-Rom.

Download ARCDC from here. It will create a recovery console disk which you can then use to copy c_1252.nls from Windows\system32\dllcache to Windows\system32.
