trojan horse now computer seems to be blank

My son was on the internet today and had a redirect page come up. He said it mentioned something about a trojan horse then gave him options such as accept and deny. He of course choose deny not knowing what to do. He closed the window before i had a chance to see it. At that point all my icons were gone with the exception of the recycle bin and the programs menu was empty. We did a restart and now there is nothing but a cursor. I am not sure now what to do. I don't see a way to get into anything. Can someone help?
