Window 7 "ease of access" freezes computer?

I pressed F8 because I was getting an error installing a program, and was going to run sfc \scannow...instead, it took me to an all black screen with windows 7 ultimate in the bottom middle, the red restart button in the lower right, and a blue gear looking thing in the left corner that when clicked on took you to a screen that was called 'windows ease of access', where it gave you dumb options like sticky keys.

This is as far as the startup goes. I've tried everything on that screen, and all the computer does is restart. Any ideas on how to bypass it?
