Cannot shut down a Browser & open sites

I cannot open many of the sites which I visit regularly
I can open some sites & some I cannot
For example I cannot open nseindia.com which I visit everyday
Also when i shut down a browser, it still runs in the background & I can see it in the task manager processes, sometimes several entries are there
I have tried using Chrome, Mozilla & IE8 all with same results (All updated)
I cannot shut down the process forcefully

I also cannot shut down the computer & have to do a hard shut down by holding the power switch

I am using Windows XP with SP3

Have you tried to do a restore point, prior to when these errors began ?

Is there a Proxy setting that needs to be reset ?

Have you run AV or malware scans, because this does sound like an infection ?

Did a system restore
Its working now
Lets hope the problem does not recur
