Why not borrow install media from a friend that has the same version of Windows you are trying to repair?
Another option is to acquire the media elsewhere. It is not illegal to obtain install media via downlod; you would still have to buy the key to activate the product if you were to try to install to another machine. Windows 7 has a 30 trial period before you are forced to purchase the product activation key or the machine will be a dead horse.

The OEM key will not work when trying to use a retail disc to reload the system, but when it comes to repairing or replacing system files for example explorer.exe they are all the same.

Sorry for the confusion - I was trying to give you a simple one word answer and apparently it had the opposite effect from the intent.

Is it the same as yours? What I mean is are you running SP1 and is your friend's an SP1? Etc, etc...If they're not the same...danger...
