What does this Scanmode Map value mean?

I've turned off the Insert button's function using a binary Scanmode Map value in HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Keyboard Layout (mapping it to null). I've of course backed it up, so I can always undo it. It works, so that's no problem.

However, a binary Scanmode Map value already existed. So I'm really wondering, what did it do? Here's the value (directly copied from the backed up .reg file, hence the commas and the slash): 00,00,00,00,00,00,00,00,03,00,00,00,00,00,5b,e0,00,00,5c,e0,\
