USB Mouse/Keyboard work pre-boot, not in Windows

Both the USB Kybd and Mouse are operational "pre-boot" then not available during and after boot into WinXP-MCE. I ran Dell 32-bit Diagnostics and received error code 655E:021F on the mouse test(s). I tried the Dell website and it is no help. I can use the function keys and started in safe mode but same issue. Which key gets to the BIOS on a Dell? I realize this may qualify as a separate issue, but thought it might be similar enough to merit an entry here. Thanks.
