So today I was using my HP HDX16 Laptop and it randomly shut off completely. I tried starting it back up and it won't. I also noticed the light where you plug the power cord into that indicates that it is charging is continuously blinking. I have tried starting without the battery in, replacing the battery, remounting RAM and HD with still no success. I am very computer savvy but this one has me stumped.

When you were using it was it extremely hot to the touch? This kind of happens when a computer gets to hot.

No it was not any hotter than normal operation temperature and when I opened it up it didn't feel hot. A few months ago it went under pretty rough use staying on for days at a time but it continued to work fine.

Sometimes the flashing battery lights can act as a way to diagnose issues.

Yes that's exactly what I'm thinking however, I can't find anywhere that tells what the lights mean. It doesn't flash in any increments just continuous flashes.
