Strange limited connectivity issue.

Ok so my friend is having trouble with his internet connection, he has a comcast RCA DHG535-2 modem, he is currently directly connected. he has attempted to power cycle many times, following the correct procedures, all the lights are on. We don't think its an issue with his computer because when he had his router set up his brothers computer with a different os had the same issue. note that this same thing happened about two weeks ago, and after a week of down time the issue went away... until now. The strangest part of all is that he is able to use steam chat although the connection breaks up frequently.

I am guessing there are two likely scenarios. 1 he has faulty cords (which he denies)2 Comcast is screwing him, which doesn't seem likely because i have never had problems.

We are out of ideas and need some suggestions. thanks!

my friend called comcast. they said that there is an outage in his area. I forgot to mention that he isn't actually getting a limited or no connectivity message, its just that only certain things work like steam chat. I guess comcast is just blowing it.
