Ibm Thinkpad Modem Speed Issue

I have an older (4 years) IBM Thinkpad 390E. The operating system is Widows ME.

When I connect to the internet, I can not get a speed better than 28k.

It has a V.92 capable 56k modem.

The IBM website says that there may be noise in the phone lines, that could be true, but my desktop can do the 56k speed.

Does anyone have any ideas?

I would recommend you take your notebook and connect it straight to the service box outside. If you speed picks up it may be the house wiring. I know with a DSL connection if the POTS line is in poor shape it will degrade your connection.
